U.S. Supply Chain

The United States Trade Representative (“USTR”) issued new product exclusions pertaining to the Section 301 List 4A tariffs.  The current tariff is 7.5%.  The new exclusions include 11 ten-digit HTS subheadings and 53 specific product descriptions that together cover 242 separate exclusion requests.  The full list of excluded products is available here.  According to the USTR, the product exclusions apply retroactively to September 1, 2019 and remain in effect until September 1, 2020.  The exclusions cover various products, including baby blankets, lithium ion batteries, and gold coins.

We encourage clients and companies to review the listed exclusions and contact Husch Blackwell’s International Trade and Supply Chain team with any questions or concerns.
