On October 8, 2025, the U.S. Department of Commerce’s Bureau of Industry and Security (“BIS”) published a final rule adding 29 total entries to the Entity List, including 26 entities and three addresses. The entities and addresses are located in China (19 entries), Turkey (9 entries), and the United Arab Emirates (“UAE”) (1 entry) and were designated for various roles in supplying Iran with aviation parts, drone components, electronics, and other items.

Among the 19 Chinese entities were Goodview Global, which BIS stated operates as part of an illicit procurement network supplying unmanned aerial vehicle (“UAV”) components to Iran’s Islamic Revolutionary Guard Corps’ Qods Force (“IRGC-QF”). Other notable additions include Arrow China Electronic Trading Co., Ltd. and Beijing Kevins Technology Development Co. Ltd., which were designated for facilitating the purchase of U.S.-origin electronic components found in weaponized UAV systems operated by Iranian proxies.

All entities are subject to a license requirement for all items “subject to the Export Administration Regulations” (“EAR”), whereas the addresses will require a license for items listed on the Commerce Control List (“CCL”) and EAR99 items listed in Supplement No. 7 to Part 746 of the EAR. BIS will review all license applications under a presumption of denial.

Under BIS’s Affiliates Rule effective September 29, 2025, all entities owned 50% or more by one or more of these newly designated entities will also be subject to the same license requirements. Further, despite an entity’s country-specific listing, the license requirements will now extend to all entity locations worldwide.
